The foundry industry is one of the basic industries of the machinery manufacturing industry. China's casting output ranks first in the world, accounting for more than 45% of the global total output. Zhang Libo's "Notice on Prohibiting New Casting Capacity in Key Areas" issued in June this year clearly requires that new projects in Beijing, Tianjin, Hebei, surrounding areas, the Yangtze River Delta, and Fenwei Plain are strictly prohibited. Encourage the construction of green foundry industrial parks in key areas where conditions permit, reduce emissions, and guide the transfer of casting capacity to non-key areas with strong environmental carrying capacity.
Although it is not clear whether the foundry will be transferred to the "two highs", the ministries and commissions have been actively guiding the industrial upgrading of the foundry industry and implementing targeted management policies for outstanding enterprises.
According to the Ministry of Ecology and Environment, in order to vigorously promote the green development and environmental governance of the foundry industry, in recent years, the Ministry of Industry and Information Technology has increased the promotion and application of advanced energy-saving technologies in the foundry industry, and selected and promoted advanced process technologies such as near-net-shape forming and digital moldless casting. For foundries that have achieved the performance classification index A, they may not take emergency emission reduction measures during the early warning period of severely polluted weather, and reduce the frequency of supervision and inspection.
The Ministry of Ecology and Environment also emphasized in its reply that it should increase the support of enterprises, provide policy and technical support services to enterprises, further promote the advanced energy-saving and emission reduction technologies in the foundry industry, and accelerate the implementation of green manufacturing projects. Promote the implementation of scientific and refined environmental management, adopt differentiated management and control measures according to the level of technology and environmental performance classification, and support high-end casting construction projects that really need to be built or upgraded.
